Problem to be addressed

Rice is one of the main staple crops in Burkina Faso. The country’s annual rice consumption is estimated to be 650,000 MT; however, domestic production is only 300,000 MT. The country depends on imports to satisfy domestic demand. These rice imports exacerbate the overall balance of trade and negatively impact the country’s foreign exchange reserves. According to 2015 import statistics, Burkina Faso imports 350,000 MT of milled rice valued at USD 87,944,100 every year. There is an urgent need to reduce the country’s rice import bill and safeguard national food security through the expansion of domestic rice production.

 

Boucle du Mouhoun, Cascades, and Haut basins account for 50% of the national rice production and 65% of rice processing capacity. There are approximately 83 processors in the target region with have installed capacity of 282,570 MT of milled; but they all operate below capacity due to the insufficient supply of paddy. The average capacity utilization is estimated to be 30%.

 

Processors in Haut-Bassins are forced to source additional quantities of paddy from Centre-Est especially the Bagré growth pole located 620 km from their processing factories. This paddy origination model increases processors’ cost of doing business due to the high transportation cost estimated at FCFA 7000 i.e. USD 13 per MT. The current processing yields is only 62% and breakage is more than 25%

 

The project will contribute to the government’s plans to increase domestic rice production and reduce its dependence on imports.

 

Goal

 

Improve rice farmers’ income and food security in Boucle du Mouhoun, Cascades, and Hauts-Bassins through enhanced rice production and marketing systems

Main outputs and expected outcomes

Market

  • At least 60% of the 83 processors identified sign paddy procurement contracts with farmers participating in the project;
  • Farmers deliver 273,455 MT of paddy to contract processors.
  • At least 25 processors participate in Intervalle franchising schemes
  • At least 15 deals negotiated and implemented in the 3 target regions (Cascades, Hauts-Bassins, and Boucle du Mouhoun).

 

Production

  • 109,382 farmers involved in rice out-grower schemes, contract farming, or commercial farms;
  • 109,382 farmers with access to improved storage, harvesting, threshing technologies
  • 100 women with access to advanced rice parboiling technologies
  • 109,382 farmers have access to extension services that provide information on improved agricultural practices and input (including training on SRI and DUP)

 

  •  
  • 3 financial institutions with loan products suitable for the acquisition of rice handling technology.
  • At least 1 crop insurance product in place
  •  At least USD 20 million mobilized through financial institutions for credit input scheme.
  • At least 3 business cases developed for the rice sector (these cases will cover investments in processing, input provision, and financial services especially credit).
  • 1 rice management information system developed.
